Today’s speech is a talk from ラジオ英会話.
Topic is script to say suggestion with reason and suggestion by an interrogative sentence

First story is that vice principal scolds student.
a So, Kevin, here you are again. What do you have to say for yourself?

We use these phrases when we say suggestion with reason.
For example
I suggest we leave very early in the morning. There'll be much less traffic then.
I recommend you open the bottle an hour before serving. A good red wine need to breathe.

The last story is that the couple are taking a break at the restaurant.
